Irrigation Questions and Answers

1. Who can request a permit (Contractor, Office Staff, Certified Inspector)?

CQT or City Qualified Trade contractors. Application must be made in person on the 3rd floor of City Hall with valid business license and Cross Connection Control Device license. CCCD license can be obtained through S.A.I.T.

2. Who can install a DCVA?

Anyone working under a valid permit.

3. Is the permit cost on the whole job or just the DCVA portion?

Just the DCVA portion as the irrigation portion may not require inspection unless it involves rainwater harvesting or recycled water.

4. What is the cost of a permit?

See fee calculator ; $99.50 is the minimum pert fee.

5. What is the inspection process?

Call 311 before 2 PM to schedule an Inspection for the next day.

6. Who arranges the inspection with the home owner?

The Contractor is responsible to make all arrangements. $286 re-inspection fee for no entry or jobs that are not complete at time of inspection.

7. Does the contractor have to be there when the inspection is completed?

No, however someone over the age of 18 must be present to meet the Safety Codes Officer.

8. Does the inspection need to be completed before water can flow through the lines?

No, but the backflow device must be tested and functioning correctly.

9. What is the average delay for an inspector to arrive once requested?

If the inspection is requested by 2 pm, we will arrive the next day.

10. What is the longest delay for an inspector to arrive once requested?

If the inspection is requested by 2 pm, we will arrive the next day.

11. Is there a public location where all permit requests can be searched?

Once an Individual becomes certified to request permits and Inspections with the City of Calgary he can gain access to our online permitting system. VISTA. Go to this site to create an account.

12. What is the fine if a permit is not requested?

Currently the fine for working without a permit can be up to $15000 and/or 6 months in jail as per section 68 of the Safety Codes Act.

13. What is the fine if a DCVA is not installed?

That would depend on the severity of the offence. Legal action may be taken.

14. What is the process for reporting a suspected site that did not have a DCVA installed?

Call 311 and ask to speak to our Technical Assistance Centre. They will create a non permit inspection and have a Safety Codes Officer investigate.

15. If a permit is not pulled and a DCVA is not installed, what is the liability of the homeowner?

The Homeowner will be ultimately responsible for any and all damages.

16. If a permit is not pulled and a DCVA is not installed, what is the liability of the contractor?

The Homeowner will be ultimately responsible for any and all damages unless it is proven that a Contractor did the work.

17. Do we need a permit to recertify the DCVA?

No. A permit is only required for installation of a new device.

18. Are other cities and regions required to install a DCVA by the Province or only Calgary?

Yes, as per the National Plumbing Code of Canada, all of the above are bound to the same requirements.

19. If an existing Dual Check needs to be replaced, what is the process for having a DCVA installed?

A permit and inspection is required.

20. What efforts is the City taking to inform the public?

21. What efforts is the City taking to inform the local hardware stores?

311 and The City of Calgary website will have information.

22. What efforts is the City taking to inform home builders?

311 and The City of Calgary website will have information. Daily interaction with Homebuilders throughout the city.

23. What efforts is the City taking to inform plumbers?

311 and The City of Calgary website will have information. As well as regular meetings with the Mechanical Contractors Association of Alberta and other Industry members.

24. is there an email list that contractors can sign up to get information about plumbing and certification news?
